Handle holes in Titan 39

I'm not clear on the suggested handle hole size for the Titan 39...

As stated in the instructions...
"The easiest way to cut hand holds is to drill two 1½ inch holes four inches apart on-center"

So my question is... Is this correct? (as noted in the attached picture)
