limiting - have i done it right?

here's what i have done, i just want to check its all ok before i push my sytstem.

-desk goes into crossover, crossover into limiter, limiter into amplifier.
-aplifier knobs fully open
-played sine wave
-connected voltmeter to amplifier
-adjusted voltage to a little over maximum using output on limiter
-adjusted down to max voltage using threshold

does the threshold have to be on its lowest setting for it to be limiting, after setting it all up i just turned up the gain on my crossover and the voltage went up past what i set it at :S any input?

What ratio is the limiter set on, it needs to be at least 20:1 the higher the better. The attack needs to be 0ms. What frequency did you use to set them? I always use 1khz for tops and 60-100hz for subs.

ratio was set a infinite:1 and i used 100hz for the bass bins and 1000hz for the tops.

Everything you describe is the way I do it except I always set my gain structure so the limiter kicks in at 0db on my boards (desk) main out slider. If the limiter is working properly you should not be able to exceed the max voltage no matter what you do before the limiter. I always try to exceed the desired voltage by about 10v and then turn the threshold down to the desired max.
