In the very early automobiles, there was a place at the rear for the mechanic to go along for the ride. There was a seat for him called the Dickie Seat and I would imagine a ledge of sorts where his legs ( and boots ) would rest. Luggage ( especially gumboots because roads were mostly muddy ) would most likely have been placed in this areas "by his boots" . So
I am guessing that as this ledge became more enclosed, the Poms still referred to this luggage storage place as where 'the boot' would go....I dunno
