Plugged into the wall of my house is reading 120...
Im unsure about Ohms. How do I know Im measuring 4Ohms as opposed to 8?

You are measuring voltage, so the impedance doesn't matter.
There really is no such thing as wattage until voltage meets resistance (ohms). So, if the amp puts out 60 volts - that will be 450 watts at 8ohms and 900 watts at 4 ohms. It will take a while to wrap your head around that, but when you do - the clouds will open and the sun will shine through, grasshopper.

Have you tried a different test tone? It's not a square wave or something is it?
Try turning down at the board until the amp output is at 60-65v... where are the board output meters registering? Are the amp clip lights still on?

Download Audacity to your PC and use the tone generator there. I did that and then downloaded the tones to my iPad and phone - so I can run test tones anytime.
