I am thinking of building the 24 or 30.
Do the plans include how to build them with an internal plate amp?

No, they don't. You'd have to modify them. It takes a little careful measuring and planning to make sure you find a location where it will fit.
What will you be using the sub for? Home theater/music? Live sound?

Tell us a little more about what you are doing. Tops? What's going through the PA? How big are the venues you are playing, etc? Why Tubas instead of Titan? Tubas go lower, Titans are louder. Live bands rarely require the Tuba and get more bang for the buck with T39s or T48s.

I am doing sound for small bands in small to medium size bars. I want a sub that is small to load in my suv.
I have Peavey RBN 112 tops.

Slim T39s with 3012LF drivers. That will give you way more output than small Tubas.
As far as putting a plate amp in, you can do that, but you MUST have the ability to put a limiter on it. Subwoofer plate amps aren't going to have that. You will need to have a driverack or similar device to limit the signal. Horns don't distort, so you won't know when you are about to smoke the driver. A limiter is required.

In order for subs to keep up with tops they must be at least four times the net size as the tops. The reason why is 'Hoffman's Iron Law', and it applies to all subs, not just horns.

Hey Audioguy, I'm Seth. Welcome to the forum!
I'm another vote for slim T39. I built mine 18" wide and find that it (I only built one) keeps up and is well matched to the output of a pair of QSC K12.2's (very similar to your Peavey's) outdoors. The T39 starts to bump into the limiter at just about the same time the tops start to become screamy and distorted.
Not only does the T39 have more output potential than a T24/30, it's much easier to move around the venue and load into vehicles than either the T24 or T30. It's taller height makes it easy to wheel to the back of the car/truck/SUV, tilt it back and just slide it in. The shorter cabs I have that are similar in size to a T24/30, I have to bend over and lift them in (and out).

Bruce, Why do you recommend the 3012LF instead of the LAb12?
Also what external class D amp would you recommend?

Lighter and cheaper - same output.
I'd choose the amp based on how many boxes you are going to run. If it's just one sub, then the Crown XLS1000 (used) or the 1002 (new) would have plenty of power in bridge mode. I've been running the XLS amps for over ten years. I have pretty much all of 'em for different purposes. The 1500 bridged can run two 3012LF boxes all day.....that's what I do.
But - you must use a driverack (or similar) for a limiter......used ones are cheap out there and it will provide your crossover, EQ, limiting, and even feedback suppression.

Can the Titans be made with an internal plate amp?

Yes. Although, I don't understand why anyone would want to. Maybe there are some good options for plate amps for subs, but I haven't seen any. The biggest Dayton at Parts Express only has RCA inputs and wouldn't run a pair of T39s with any extra headroom. And it's $500.
If you are handy with electronics, you may be able to find the amp modules to put together your own internal amp that would run on a balanced line signal....

I know the DSP police are going to get me here, but this is what I used on two T39 for a client. Works great for him.
