What are the determining factors that decide if a design is front loaded or rear loaded.

I thought it was whatever side was loading the horn path but have read here tapped horns are rear loaded horns so this cannot be the case.

Rear loaders expose one side of the cone to the air, the other to the horn throat. Front loaders expose one side of the cone to the horn throat, the other to a sealed or ported chamber. The term 'rear loaded' goes to the original 1930s versions, which exposed the front of the cone to the air and the rear of the cone to the horn throat.
