Can you make a cut out in a Tub 18 for an amp like the Dayton SA70 or do you have to mount it separately from the speaker?

It is generally not recommended to have the amp mounted to the speaker. The reasoning is that having it plugged into a socket away from the main receiver is asking for ground loop problems (60hz hum) which can be difficult to resolve. However being DIY, nobody is stopping you from doing it either. You could make a little box and mount it to that near your receiver. If you insist on mounting it to the sub then you'll have to add on a compartment to the box so as not to change the internal volume of the speaker cabinet.

You should always have all the electronics in the same location, powered by the same circuit, connected with the shortest possible cords. Doing so minimizes the potential for ground loop hum. When subs were invented powered subs arose because it was the easiest way to add a sub to the system. It was not the best way.
