What chord name is Cm/F?

I've been getting into playing more keys, and I heard this one (minor chord over the 4th in the bass) a long time ago but I can't remember what the guy said it was. It always bewitches me, it's so nice. It's not a straightforward diminished or what have you. Does it have a special name?

If it's an F in the bass with a straight Cm on top, seems that would be close to an Fm9, just with the flat 3 out.

Really depends on the voicing. With a low F - that becomes (according to the software) a Cmsus4 when voicing on a guitar. Depending on the key you are in, it could have several names.

Well, you could call it F7/9 no 3rd but Mr Fagen would write it Cm/F. He never writes Ama9 for example but E/A. I think that's the convention when a chord can have several names.
