It's a HF horn for line arrays. Calculate the cost for how many it would take to cover the needs of a Jack or OTop, plus a driver for each, and you'll see why commercial line arrays start around $2k and go higher from there, with $10k not unusual.

I don't have a price on the horn, but the cheapest recommended driver for it is $270.

Specifically, it divides the exit path from the HF driver 10 ways, creating equal length paths for each to the output side, so that you get an more or less planar wavefront from it.
I don't think you get much gain out of it, and usually there will be a horn of some kind installed at the exit.
Every high end pro speaker manufacturer out there has something like it.
