Exactly. The ISP trace only shows the actual owner of the server that connects you to the internet. To trace in more detail further back in the chain requires a higher level of trace capacity. And that's why any forum that should decide to ban, for instance, 72.71.226.72, won't be banning just me, they'll be banning every user of that server. And the next time I log on I might end up on 72.71.226.71, so it would be for naught anyway.
