The best and cleanest sounding budget USB soundcard I know of is the E-MU 0404.
I'm not 100% happy with it (going to replace the all the voltage regulators in it someday, and the analog outs could use bigger and better caps and different opamps), but the digital to audio conversion is as good as it gets. Unfortunately, only 2 channels.
