This is how I have been doing it:

Back when XP was cool there was a Microsoft power toy that gave right click options to resize images but that power toy disappeared with Windows 7. I have been using this clone and love it.

When it is installed you navigate to the images you want to resize. Notice they are 2560 x 1920 although it is difficult to read... ironically! Photos come out perfectly though.

Highlight as many as you want to resize. You can do as many as you want in one hit. Right click and select "Resize Pictures"

A really simple dialogue box opens... I chose custom settings 700 x 700 for this forum. They don't come out square with these settings... it just makes it work for portrait and landscape pictures :D

Press OK and after a couple of seconds your PC produces new versions as per the options you chose! Notice the new files are 700 x 525. Portrait photos come out at 525 x 700!

Then drag & drop into imgur and you know the rest.

Note that clicking the 'large thumbnail' option simply adds a lowercase 'L' to the end of the code just before the .jpg bit so if you've clicked off the page you can usually re-size it by popping that in yourself.
That's a really cool tip... I just tried it - it works!

My personal favorite for Windows is paint.net (http://www.getpaint.net/)
Open an image, drop down the image menu- choose Resize
make the image say 480 pixels wide, save as jpeg.
