Break up cloud formations? What a maroon. It's almost as silly as the attempt by the English in the 1930s to aim powerful microwave beams at aircraft with the intent of literally cooking the crews. It flopped because the beams were reflected off aluminum aircraft. But from that failure we got radar and microwave ovens.
