Before I swapped the cap I re soldered and it still would clip, so I swapped caps and wouldn't you know. It still clipped.

So I decided to RTFP & RRTFP. That is when I saw my mistake. I had the In and out reversed on the pos lead. I swapped ends an no more clipping. So I installed the original cap and all is good

P.S. note to self. When in doubt RRTFP
