A simple handheld router and circle jig has made all of the baffle cut-outs that I've done.... I started with a jigsaw (with copious amounts of sanding) then the garage sale router and homemade circle jig. Rub some PL on it and it'll be fine.
If you have access to a CNC, why not make some router templates? Makes builds way faster, easier and consistent. If I made 8 of anything by hand, the first would look terrible and the eighth would look decent.
