I'd add a suggestion, fasten the board you are routing the hole through down to a sacrificial base via some screws through the piece that will be discarded, by doing that when the router breaks through it won't damage the edge of the hole you made.

If you are up for it take a look at Randy Sloan's designs, unfortunately he died many years ago but his designs are excellent. Seth consider using a bactericide treatment on your fuel tanks. Growths can and do occur at a hydrocarbon/water interface, especially in warmer climates, and can plug filters incredibly quickly.
